For Tenants

Businesses looking for office space to rent in the Foreshore can choose from P Grade, A Grade and B Grade commercial buildings, with options ranging from smaller fitted offices to large corporate floorplates exceeding 2,000 m².

The Foreshore works particularly well for companies that require a central Cape Town location but place greater importance on highway access and parking than businesses located deeper within the traditional CBD. Businesses can consider established B Grade properties where rental costs are a priority, A Grade buildings offering modern corporate accommodation, and P Grade offices providing newer specifications and higher-grade common areas.

The N1 and N2 are directly accessible from the precinct. This provides practical connections for employees travelling from the Northern Suburbs, Southern Suburbs and other parts of Cape Town. The Foreshore is also served by MyCiTi routes, taxis and nearby rail services through Cape Town Station. The CCID identifies a concentration of MyCiTi stations and stops throughout the precinct.

For Landlords

The Foreshore forms an important part of Cape Town’s commercial property investment market. Its position between the CBD and harbour, concentration of corporate offices and limited amount of centrally located land create a market that attracts both owner-occupiers and commercial property investors.

Investors considering commercial property for sale in the Foreshore need to assess more than the purchase price. Building grade, tenant profile, lease duration, parking, vacancy, operating costs, backup infrastructure and future capital expenditure all affect the investment. Financial services, legal firms, technology companies, consulting businesses, BPO operations and large corporate users all form part of the wider CBD and Foreshore tenant market.

The Foreshore connects directly with Cape Town's primary business district while providing easier access to the N1 and N2 than many properties deeper within the city centre. The area also sits close to the CTICC, harbour and V&A Waterfront. The CCID identifies the Foreshore as a distinct Central City precinct containing commercial developments, hotels, residential properties and public transport infrastructure.

Foreshore - Ideal Business Location

The Foreshore occupies the northern edge of Cape Town's traditional city centre, between the CBD and harbour. Its commercial landscape differs from older sections of the city centre. Larger sites have allowed for wider roads, substantial office buildings, hotels and structured parking facilities. The Cape Town International Convention Centre forms one of the major anchors of the precinct. The area also provides access to the V&A Waterfront, harbour and the traditional CBD.

The Foreshore's development as a commercial district accelerated significantly following the decision to build the CTICC in the area. Highway access, parking and public transport have subsequently played an important role in attracting commercial development. Today, the precinct contains a mixture of corporate offices, hotels, residential developments, conference facilities and supporting commercial services.

Access to the N1 and N2

Road access is one of the main reasons businesses choose the Foreshore. The precinct sits immediately alongside the routes feeding into the N1 and N2 highways. The N1 provides access to Century City, Bellville, Durbanville, Paarl and the wider Northern Suburbs.

The N2 connects the city with Cape Town International Airport, Somerset West and surrounding areas, while connections through the central road network provide access to the Southern Suburbs and Atlantic Seaboard.  For companies with employees travelling from several parts of Cape Town, this position can simplify the daily commute compared with locations deeper inside the CBD. Businesses whose employees regularly travel between offices, clients or operational sites can also reach the highway network without first crossing much of the city centre.

Public Transport in the Foreshore

The Foreshore has access to several forms of public transport. The Cape Town Station lies close to the eastern side of the precinct and connects the city with the metropolitan rail network. MyCiTi stations and stops are distributed throughout the Foreshore, while bus and minibus taxi routes provide further connections. The CCID's mapping of the precinct shows public transport infrastructure positioned throughout the commercial area. This is particularly important for companies employing larger teams.

A business considering a 1,000 m² or 2,000 m² office needs to consider how several hundred employees will reach the building each day. Public transport access can reduce the number of parking bays required and widen the geographic area from which a company can recruit staff. The exact distance between an office building and the nearest transport point should still be checked during the property search.

Foreshore Office Rental Rates

The Foreshore contains several levels of commercial accommodation. For 2026, businesses can use the following indicative rates when budgeting:

P Grade Offices – R285 per m²

P Grade accommodation sits at the upper end of the Foreshore office market. These buildings generally appeal to larger corporate businesses looking for newer office specifications, modern common areas, strong building services, structured parking and a corporate address. Views, environmental ratings, backup services and building amenities can also influence the final rental.

A Grade Offices – R230 per m²

A Grade offices make up an important part of the Foreshore commercial market. At approximately R230 per m², this category provides businesses with modern corporate accommodation without necessarily moving into the highest rental bracket. Roggebaai Place provides a useful current example, with A Grade offices marketed at R230 per m².

B Grade Offices – R165 per m²

B Grade offices at approximately R150 per m² provide a more cost-conscious option. These properties can work for businesses that prioritise floor area, location and access over premium finishes. Tenants should investigate the condition of the building carefully. Air-conditioning, lifts, backup electricity, common areas and existing fit-out can have a significant impact on the actual cost of occupation.

Parking in the Foreshore

Parking is another important part of this Commercial Property Guide Foreshore. Businesses can generally work on ratios of approximately 3 to 4 bays per 100 m² for many of the area's commercial properties, although the allocation differs between buildings. Monthly parking costs typically range between approximately R1,600 and R1,950 per bay. A 1,000 m² office could therefore require 30 to 40 bays depending on the business and building. At an average of R1,750 per bay, 30 parking bays would add R52,500 per month to the property cost before VAT. Parking should therefore be included when comparing offices rather than treated as a secondary cost.

Roggebaai Place

Roggebaai Place at 4 Jetty Street is one of the established A Grade commercial buildings in the Foreshore. The building provides 14 floors of commercial accommodation, structured parking with approximately 340 bays, fibre connectivity and flexible office configurations. It also holds a 4-Star Green Star rating. Large floorplates are one of its main features. Current office availability includes approximately 2,004 m² on the eighth floor and 2,051 m² on the ninth floor. The floors can also be combined to create more than 4,000 m² of contiguous accommodation. This makes Roggebaai Place relevant to corporate head offices, BPO operators and other businesses requiring large staff capacities.

Convention Towers

Convention Towers occupies a prominent position alongside the CTICC. The building provides approximately 16,980 m² of commercial accommodation and has a 4-Star Green Star rating. It offers access to the N1 and N2 and sits close to hotels, public transport and the wider CBD. Its position can work particularly well for businesses that regularly receive national or international clients. The CTICC, nearby hotels and access to Cape Town's transport network support meetings, conferences and business travel without requiring clients to travel far from the office.

The Halyard

The Halyard is another modern commercial development within the Foreshore. The building contains 11 office levels, ten above-ground parking levels and three below-ground parking levels, providing approximately three parking bays per 100 m². The Halyard's position provides access to the main road network and places employees within walking distance of public transport. The combination of offices, parking and modern building infrastructure makes it particularly relevant to businesses comparing newer commercial accommodation within the precinct.

Oceana House

Oceana House forms part of the established corporate property market in the Foreshore and adds another recognised commercial address to the precinct. For businesses comparing Oceana House with Roggebaai Place, Convention Towers, The Halyard and other Foreshore buildings, the decision should focus on available floor area, rental, parking, fit-out and building services. The same principle applies throughout the area. Building name and grade provide a starting point, but the actual office needs to work for the business.

Amenities and Business Environment

The Foreshore provides access to a large supporting commercial environment. The CTICC sits within the precinct, while numerous hotels support visiting clients, conferences and business travel. Restaurants, coffee shops, gyms and convenience services operate throughout the Foreshore and neighbouring CBD. The V&A Waterfront is also close by, providing further restaurants, hotels, retail and business facilities. The CCID identifies a concentration of hotel, residential and development activity throughout the Foreshore precinct, demonstrating that the area functions as more than a conventional nine-to-five office district.

Choosing Commercial Property in the Foreshore

Businesses should start with a clear property brief. Establish the required floor area, number of employees, parking requirement, budget, lease period and occupation date. Then consider the operational requirements. Does the business need backup electricity? How many employees use public transport? Do clients regularly visit the office? Is an existing fit-out important? Does the company need a full floor? Could the business expand during the lease?

Once these requirements are clear, buildings can be compared on the same basis. A lower rental does not automatically make one office cheaper than another. Parking, operating costs and fit-out requirements can change the complete financial comparison. The Foreshore provides businesses with options across B Grade, A Grade and P Grade accommodation, from smaller offices through to corporate floorplates exceeding 2,000 m². For landlords and investors, the same diversity creates exposure to different parts of the Cape Town commercial market.

The combination of direct N1 and N2 access, public transport, structured parking, large corporate buildings and proximity to the Cape Town CBD, CTICC, harbour and V&A Waterfront has established the Foreshore as one of Cape Town's main commercial property districts. For businesses comparing commercial property across central Cape Town, the Foreshore should be considered alongside the traditional CBD and other major office nodes. The final decision should be based on total occupancy cost, staff access, parking, office quality and how well the property supports the business throughout the lease period.
